O presidente Michel Temer colocou nas mãos do Congresso a responsabilidade de aprovar ou não metade dos recursos para o Bolsa Família em 2019.
A proposta de Orçamento encaminhada nesta sexta-feira (31) pelo governo ao Legislativo garante apenas R$ 15 bilhões dos R$ 30 bilhões previstos para o programa de transferência de renda.
A outra metade dependerá da aprovação de um crédito suplementar pelo Congresso até o mês de junho.
“Não há por que isso não ser ser aprovado pelo Congresso, não há nenhuma dificuldade em tese em de isso ser aprovado”, disse o ministro Esteves Colnago (Planejamento) em entrevista coletiva para apresentar a proposta orçamentária do ano que vem.
Ao justificar a decisão, Colnago afirmou que a medida é necessária para que a chamada regra de ouro do orçamento não seja descumprida.
A norma, prevista na Constituição, define que o governo não pode se endividar para bancar despesas correntes, como salários e aposentadorias.
Para não estourar o limite da regra, o governo optou por apresentar ao Congresso projetos com previsão de crédito suplementar, uma exceção prevista na Constituição.
A mesma estratégia usada para o Bolsa Família será aplicada às aposentadorias. Dos R$ 638 bilhões previstos para o pagamento de benefícios do regime geral de Previdência, R$ 201 bilhões estão condicionados a aprovação futura pelos deputados e senadores.
