Em meio a inúmeras críticas e divergências sobre a Base Nacional Comum Curricular (BNCC) do ensino médio, o Conselho Nacional de Secretários de Educação (Consed) marcou para 2 de agosto uma ação nas escolas estaduais de todo o País para discutir a proposta. A ideia é que as secretarias não marquem aulas para esse dia e os professores tenham um tempo exclusivo para analisar o documento proposto pelo Ministério da Educação e fazer sugestões de mudanças.
“É importante que os professores se vejam na base curricular porque são eles que estão lá na ponta, e queremos saber como eles podem nos ajudar a finalizar a proposta. É um momento de parada e de escuta”, afirmou a presidente do Consed, Cecília Motta. A ideia é que mais de 28 mil escolas de ensino médio parem neste dia para que os professores possam ler e se manifestar sobre o documento.
A BNCC do ensino médio – documento que traça os objetivos de aprendizagem para todas as escolas do País – foi apresentada em abril pelo governo e passa por uma fase de discussão e audiências públicas. No início de julho, o então presidente da comissão do Conselho Nacional de Educação (CNE) – que analisa a proposta elaborada pelo Ministério da Educação, Cesar Calegari, renunciou à presidência e defendeu a devolução do texto sob justificativa de “defeitos insanáveis”.
Um dos problemas apontados é o fato de o texto só descrever Língua Portuguesa e Matemática como disciplinas. O restante – como Química, Biologia ou História – deveria ser ensinado de forma compartilhada com outras áreas.
O ministro da Educação, Rossieli Soares da Silva, disse que o Ministério da Educação está “amadurecendo” alterações no documento e diz estar atento às sugestões feitas pelos professores e entidades. No entanto, ele defendeu a forma como o documento está estruturado – descrevendo apenas Língua Portuguesa e Matemática como disciplinas.
“A BNCC não vai definir a forma de organização final das redes de ensino. Esse não é o objetivo. Os componentes curriculares serão definidos depois nas redes. O próprio Enem [Exame Nacional do Ensino Médio] é organizado dessa maneira, por áreas de conhecimento”, disse o ministro durante coletiva nesta terça-feira, 24.
Por causa das críticas e possíveis alterações à base, alguns membros da comissão do CNE deixaram de acreditar que o documento possa ser aprovado ainda este ano, como previa o cronograma. O atual presidente do CNE, Eduardo Deschamps, disse ainda trabalhar com a possibilidade de homologar o texto até o fim de 2018. “O CNE tem seu tempo de análise e nossa preocupação é de que seja aprovado o melhor documento, dentro de um tempo razoável. Estamos dentro do cronograma estabelecido”, disse.
Se aprovado ainda este ano, a base passa a vigorar em 2020.
