A comissão especial da Câmara dos Deputados que analisa o Projeto de Lei que facilita o uso dos agrotóxicos na agricultura no país aprovou o parecer do relator, deputado Luiz Nishimori (PR-PR), por 18 votos a favor e 9 contrários. Após concluída a votação na comissão, o projeto que facilita o uso de agrotóxicos ainda tem que ser apreciado pelo plenário da Câmara .
Em mais uma sessão que durou mais de quatro horas, parlamentares ambientalistas e ruralistas divergiram bastante. Deputados que fazem oposição ao projeto e à Michel Temer (MDB) tentaram adiar a votação. Na semana passada, a sessão já havia sido interrompida por uma suspeita de bomba na comissão. A organização não governamental Greenpeace assumiu a autoria da ação.
‘PL do Agrotóxico’
Chamado de PL do Agrotóxico por deputados da oposição e ativistas, o projeto prevê a alteração do nome “agrotóxicos” para “pesticidas”, o que deve facilitar o registro de produtos cujas fórmulas, em alguns casos, são compostas por substâncias cancerígenas. A proposta original ia ainda mais longe, alterando a nomenclatura para “produto fitossanitário”.
Outra das polêmicas é a criação da Taxa de Avaliação de Registro, cujo valor arrecadado será destinado ao Fundo Federal Agropecuário. Outro ponto controverso é que o Ibama e a Anvisa seguem responsáveis pelas análises toxicológicas e ecotoxicológicas dos produtos, mas terão a nova atribuição de apresentar uma análise de risco.
Críticas
O Instituto Nacional do Câncer (Inca), órgão do Ministério da Saúde, defendeu que o Marco Legal dos Agrotóxicos (Lei 7.802/1989) não seja alterado e flexibilizado.
“Tal modificação colocará em risco as populações – sejam elas de trabalhadores da agricultura, residentes em áreas rurais ou consumidores de água ou alimentos contaminados, pois acarretará na possível liberação de agrotóxicos responsáveis por causar doenças crônicas extremamente graves e que revelem características mutagênicas e carcinogênicas”, diz o documento.
A Anvisa também condenou a proposta. “O PL não contribui com a melhoria, disponibilidade de alimentos mais seguros ou novas tecnologias para o agricultor, e nem mesmo com o fortalecimento do sistema regulatório de agrotóxicos”, diz a agência.
O deputado Ivan Valente (PSOL-SP) afirmou que, caso a matéria que facilita o uso de agrotóxicos seja aprovada pelo plenário, o partido ingressará com uma Ação Direta de Inconstitucionalidade (Adin) no Supremo Tribunal Federal (STF). “Se chegar ao plenário da Câmara , a sociedade brasileira vai repudiar esse projeto. Se ele passar, haverá uma Ação Direta de Inconstitucionalidade. Vamos ao Supremo derrubar esse veneno”, disse.
