A concessão do transporte coletivo em Petrolina está vencida. A Lei 1.123/2002, que dispõe sobre a instituição de Transportes Urbanos e do Serviço de Transportes Coletivos , completou 15 anos. Quem detinha a concessão do serviço na cidade eram as empresas Joalina Transportes Ltda e Transportadora Nova Fronteira Ltda.
Diante da situação, a concessão continua funcionando de forma emergencial na cidade , enquanto se providencia a regularização do processo. Segundo a os responsáveis pelo processo em andamento , a população não podia ficar sem o serviço, foi o que justificou ao Blog @lingua , a prefeitura de Petrolina.Enquanto esse período de regularização não chega , a vereadora Cristina Costa , deu entrada no Ministério Público para averiguar a situação , e de como sucederá o processo, já que inspirou o prazo das concessões.
Conforme Cristina Costa , durante o estudo das concessões , a vereadora levantou os mais diversos aspectos do transporte coletivo local, verificando as condições atuais do sistema e as perspectivas futuras, levando em conta o processo de expansão urbana de Petrolina. Inclusive, observa que foi realizada uma pesquisa de opinião pública junto à população. Os resultados do estudo, segundo ela , vão servir de base agora para confecção do novo edital para a concessão do transporte coletivo.
Todo Petrolinense sabe e reconhece que o transporte coletivo requer muitas melhorias e pondera que esse estudo realizado, vai ajudar bastante a suprir as deficiências com a nova concessionária. Ela aponta, por exemplo, que a organização atual das linhas é fruto da falta de planejamento adequado e que a intenção é que haja uma reorganização no sistema.
A partir de uma série de ações e medidas no trânsito em âmbito local, principalmente de cunho fiscalizatório , atesta que a demanda de usuários no transporte coletivo tende a aumentar a cada dia. Atualmente um dos grandes conflitos do transporte coletivo de Petrolina é a “queda de braço” entre usuários e as empresas concessionárias. De um lado, as empresas reclamam do alto número de pessoas com veículos na cidade, especialmente motocicletas. Do outro lado, os usuários reclamam da baixa qualidade do transporte coletivo, com poucos ônibus, poucas linhas, demora excessiva nos pontos de ônibus, entre outros. A partir de agora, a prefeitura tem 90 dias para lançar o Edital de Licitação. Caso isso não aconteça. um processo sobre improbidade administrativa será lançado no Governo novo tempo.
